Millstone was founded by professionals with backgrounds in military special operations, public safety, anti-trafficking support, and complex operational environments who have seen firsthand how exploitation expands when systems are not prepared to identify it, prevent it, and act against it.

Human trafficking thrives where systems are weak, awareness is low, and predators believe they can operate without consequence. It grows in the seams between agencies, in the blind spots of communities, and in the moments when pressure, confusion, or instability reduce the ability to detect and stop it. Traffickers exploit those gaps, targeting women, children, and communities wherever vulnerability can be turned into profit.

What We Do

Millstone is a direct-action anti-trafficking organization built on a train, advise, and assist model. We equip and support partner organizations, agencies, and communities to identify trafficking risk, strengthen capability, and build the operational depth needed to confront exploitation before it spreads unchecked. We do this through:

  • Targeted training and preparedness
  • Threat, vulnerability, and capability assessments
  • Integration into established operational and response frameworks
  • Deployment of trained personnel when lawful, requested, and appropriate
  • Capability building designed to strengthen long-term mission effectiveness

We are not here to duplicate existing efforts. We exist to reinforce them, strengthen them, and help build out the capabilities needed to counter trafficking in the real world.

Integration

Built to work within national preparedness frameworks.

Trafficking does not happen in isolation. It intersects with crisis, instability, disaster, crime, infrastructure stress, and breakdowns in coordination. We operate within the established preparedness and incident-management systems used by public safety agencies across the United States — aligning with the all-hazards, all-crimes, whole-community approach advanced by FEMA, so our efforts integrate with existing operations rather than disrupt them.

THIRA-Informed Risk Identification

We support jurisdictions and partner organizations in applying Threat and Hazard Identification and Risk Assessment processes with specific attention to trafficking-related vulnerabilities. This allows agencies to identify capability gaps before they become operational failures, incorporate trafficking risk into planning and analysis rather than as an afterthought, strengthen prevention and response strategies, and develop a more accurate picture of where exploitation risk grows under pressure.

Incident Command System Integration

We operate within the Incident Command System when working alongside established command structures, ensuring our support aligns with existing leadership and operational priorities. That means clear coordination with incident leadership, no duplication of effort or disruption of operations, scalable support that fits within existing command frameworks, and useful augmentation rather than parallel structure creation.

HSEEP-Aligned Training and Evaluation

Our training, assessments, and preparedness efforts are consistent with principles from the Homeland Security Exercise and Evaluation Program. We focus on capability-based planning, measurable outcomes and improvement planning, strengthening operational readiness through structured evaluation, and building repeatable capability rather than one-time awareness.

Force Multiplier by Design

Millstone is designed to function as a force multiplier within existing systems and partner networks. We do not introduce parallel structures — we enhance the effectiveness of existing ones. By understanding how agencies and organizations plan, respond, and recover within national frameworks, we integrate quickly when needed, provide meaningful support without adding friction, extend the reach of partner organizations and operational elements, and help close the seams traffickers exploit when systems lose visibility or capacity.
